Bought one for my girlfriend. worked perfectly without any phone confirmation. I bought mine 1 day later and i have to do an phone call like normaly. But if cant skip that because the key is blocked and the phone call doesnt work either.

got the key, didn't get option to use phone activation turned out I could just directly input it to active it, support was quick and helpful.
N.B. this lifetime is valid for a single install on a pc... doesn't link to a Microsoft account and if you reinstall you lose it...
